Property Assessments

On an annual basis, the Village's assessor will produce a Preliminary Assessment Roll.  If a property assessment changes, a notice is sent to the property owner.  The Village will hold an Open Book and Board of Review for our residents.  Afterwards, the assessment roll is finalized.

 

 Assessment Information

State law (Section 70.32 Wis. Stats.) requires the assessment of taxable property (except agricultural, agricultural forest, and undeveloped) at full value as of January 1 each year.  Assessments at a percentage of full value are acceptable when applied uniformly.  To determine if your assessment is fair, you must analyze it in relation to full value.  This is done by dividing your assessment by the general level of assessment for your municipality, which is estimated to be 97.00%.

Under Wisconsin law, generally, the assessor may not change the assessment of property based solely on the recent arm's length sale of the property without adjusting the assessed value of comparable properties in the same market area.  For information on the assessment of properties that have recently sold, visit the Wisconsin Department of Revenue Real Estate Transfer Data website.

Open Book

During Open Book, property owners can informally discuss the property value with the local assessor.  If the property value is changed at Open Book, the assessor corrects the assessment roll.

Open Book is scheduled for April 9, 2025 from Noon. - 2:00 p.m. and will be held virtually, no appointment is needed OR you may contact the assessor, Jodi Paulson, any time before the end of the Open Book at jodi.paulson@catalisgov.com (preferred) or 920-517-1593.  

Board of Review (BOR)

If the property owner is not satisfied with the assessment after attending Open Book, the property owner can bring their appeal to the BOR (see 'What are my appeal rights').  The Board schedules assessment appeals requiring property owners to provide evidence proving the assessment is incorrect.  After review, if the Board agrees with the property owner's evidence, it can change the assessment.

The Board of Review meeting is scheduled for May 8, 2025 from 9:00 a.m. - 11:00 a.m., location TBD.

 What are my appeal rights?

Property owners who believe that their property is not assessed at fair market value are encouraged to contact the appraiser.  Questions can often be answered by the assessor and not require an appeal to Board of Review (BOR).  

To file a formal appeal, give notice of your intent to appeal by contacting the Village Clerk, at least 48 hours before the BOR meeting begins. Complete the Objection to Real Property Assessment form no later than the first two hours of the BOR's first meeting.  Make sure you file a completed form or the BOR may not review your appeal.
